This is erbium-doped lithium niobate, a rare laser crystal which has been used in new breakthrough on-chip lasers. The erbium allows it to act as a far infrared laser crystal but also gives it a gorgeous pink-to-orange color changing base color as well as strong green fluorescence. Cut stones may have a green cast in direct lighting, and should otherwise resemble a pink diamond(!)
Lithium niobate (LiNbO3) is an unusual crystal with very interesting properties. Colorless lithium niobate was once popular as a diamond simulant but it really isn't that good of one simply because it's much brighter and more dispersive than a diamond, with an RI of 2.3 and a dispersion of 0.13 (vs 0.044 for diamond--dispersion measures its ability to split white light into a rainbow). That means cut stones give of brilliant rainbows of color, and it makes for an amazing gem in its own right for those reasons.
Note its hardness is around 5 so LN is not a good stone for rings but is fine for lower-wear jewelry like pendants.
